QUESTION OF: Developing strategies to address the balance between food production anddemand for biofuel

THE ECONOMIC AND SOCIAL COUNCIL, 

 

Noting with deep concern that 925 million of the world’s population is

malnourished,

 

Bearing in mind that eradicating hunger by 2015 is one of the Millennium Development Goals,

 

1)  Requests the founding of the United Nations Biofuel Regulation                    Organization (UNBRO)which will act, under the jurisdiction of ECOSOC, on the      following:

a)  Analyzing each member state in regards to:

I.    Biofuel production

II.   Food production

III.  Food security 

b)  Evaluating each nation, using data and statistics taken, on:

I.    Risks of food insecurity in the future

II.   Potential for biofuel development

c)  Advising member states, on a case-by-case basis, on the following but not limited to:

I.    Creating national standards for biofuel production, paying

special attention toenvironmental sustainability and potential for climate change mitigation.

II.   Achieving a balanced distribution of national resources to biofuel and crop foodsectors.

III.  Creating a national minimum starvation rate, which must be reached before thenation allows biofuel production to occur.

 

2)  Calls upon member states to withdraw subsidies from farmers growing first-generation biofuel crops, so that farmers will not be biased during their crop selection.
